Utah mountain goat is once-in-a-lifetime. UDWR runs a weighted bonus-point lottery — 50% of tags go to max-point hunters and 50% are drawn at random weighted by accumulated points. With 272 applicants over three years for just a handful of tags, Leidy Peak is a long-term build even for residents; nonresidents have a much steeper climb.
