Unit 4 (Panhandle North / Priest River)

Idaho Hunting Guide — Moose, Elk

Unit 4 covers the extreme northern Idaho Panhandle in the Priest River and Kaniksu National Forest area — classic north Idaho moose country with abundant lakes, beaver ponds, and dense conifer timber. This is among the most productive moose habitat in Idaho, and IDFG manages the population through very limited controlled hunts. Hunters who draw a Unit 4 moose tag enter some of the most remote and lake-studded terrain in the state.

Where to Find Moose in Unit 4

Moose in Unit 4 use the abundant lakes, beaver pond complexes, and willow-lined drainages of the Priest River drainage and Kaniksu National Forest. North Idaho panhandle moose density is among the highest in the state.

Lake and Pond Systems

Priest Lake, Upper Priest Lake, and the numerous smaller lakes in the Kaniksu National Forest are prime moose habitat. Bulls and cows wade in shallow lake margins and beaver ponds feeding on aquatic vegetation, particularly in late August and September. Canoe or kayak access opens more lake shoreline than foot travel alone.

Beaver Pond Complexes

The Priest River drainage and its tributaries host extensive beaver pond systems that are ideal moose habitat. Move slowly along the pond edges at dawn and dusk, watching for movement in the willows and alder. North Idaho moose can appear and disappear in the dense riparian vegetation quickly.

Burned Areas with Willow Regeneration

Post-fire regeneration areas in the Kaniksu NF with willow and alder regrowth attract moose for browse. Identify recent burns in pre-hunt scouting and walk the margins of these regeneration patches in the early morning.

Moose Success Rates

Once a tag is drawn, moose harvest success in north Idaho units is typically very high — 85% or better statewide. Unit 4's abundant habitat concentrates moose near predictable water features, and hunters with a tag in this area generally find animals. The extreme rarity of the draw, not the hunting difficulty, is the defining challenge of Unit 4 moose.

Idaho moose tags are among the rarest in the West. Unit 4 typically sees quota in the single digits per year. With a large applicant pool accumulating preference points annually, draw odds are very low regardless of points held.
